Title: Fuel Pump?

If I turn on just the ignition, without starting the engine, and the fuel pump does not stop running, is that an indication of a bad fuel pump?
Engine won't fire up.
 
Ideas?

What happens if you pull the fuel pump relay?

Funny things happen. Pulled the relay and plugged it back in, now the pump doesn't prime at all. Short the relay and pump runs.
Try to crank the engine, nothing happens but I hear the pump run for about 1 second after trying to crank.
Relays know good. Oil pressure sending switch known good. Fuses good and obviously pump is good.

The Phoenix is alive again! Turns out it was the ECM.
Replaced the ICM, as Charlie told me they sometimes have an influence on the fuel pump circuit, but it had no affect on it.
Pulled the old ECM and replaced it with an ECM for a V6 - 4 speed - A/C - cruise and she fired right up!
Ran my software program on the old ECM, turns out it was for a non-AC automatic, and one PROM is toast
So now the Phoenix has a new ECM and a new ICM
Thanks to Charlie, Roger and Ashby who put me on the right track
