That might go over as a unique or novelty vehicle, but I think it would be a death trap.  As low a it is, it wouldn't be very visible around other vehicles.  Imagine buzzing down the road in it, meeting oncoming vehicles and suddenly someone decides to pass, coming straight at you.  Imagine having to make an emergency stop and running underneath the rear of a vehicle, or tooling on the highway and someone beside you changes into your lane because you're too low to be seen.
