It is now legal to build new cars that were produced at least 25 years ago.

Looks like the kick in the backside is the permission of the licensee holder. There's probably no way GM would release the licensing for Fiero. Think about how they went after Rodney for imprinting the logo on the spare tire covers. I'm sure TFS has licensing to reproduce the nose badges and some of the center caps.
If they could get permission to reproduce the body panels, I don't think there would be much they could do if they were put on a tube frame. Of course, those body panels would need a little modern tweaking but should still retain the appearance of a Fiero.
Partially reading through the HR bills, they gave lots of waivers to the kit car builder. When I was building replicars, the state requirement was that it had to meet emissions standards of the year it was titled. We based all our cars on the early VW Beetle, prior to the Super Beetle. Usually late 60's thru early 70's. The VW engines weren't designed to meet mid 80's emissions. Other things like side impact bars, energy absorbing bumpers and shoulder belts were already waived under the homebuilt definitions.
Most people buying a '52 MGTD or Dino 246 Replicar didn't want to title it as a 67 VW but would prefer it be as the year built and the name it resembled. So I contacted my state representative and got a bill passed through the Georgia State Assembly that the emissions requirement would be based upon the engine installed in the car. The basis of my argument was that the chassis, irregardless of the year, didn't produce pollutants. It was the engine that was the culprit.
I hope someone does investigate this possibility.
