Which US government agency has the largest space launch budget?

It's the National Reconnaissance Office (NRO). They're not as secret as they used to be, and you can watch their launches. There's to be one on the 10th, which you can read about here (http://www.americaspace.com/?p=91404), including a link where you can watch it. But the payload on the rocket is still mostly secret.
The NRO even has a website for kids (http://www.nrojr.gov/)!
