I received this message every time I tried to access anything on the site, yesterday.
Was going to add this comment to the "web site status" thread, but that section does not allow comments.

My apologies.  I failed to check the site for most of the day, due to personal activities.  When I got home, I checked the site, and fixed a few minutes later.

Well, PowWeb is doing it to us again.  If you're getting an unusual display on our Message Board, it's due to their actions. 

We need to get ownership of our website so we can move everything.

The site sometimes shows incorrectly, due to the style sheets not loading.  PowWeb isn't actively causing this, but their web server is not returning the files, sometimes, and they are not trying to fix this.  Actually, their server is sometimes stating that the files do not exist.  Unfortunately, the issue cannot be duplicated on demand.  Further, the issue can orrur to one person, but not to another person, at the same time.  Worse, the issue seems to getting more frequent.  Since the files do exist, there is not a lot to be done on our end.

One evening, I had resolved to get to the bottom of this, but could not get the failure to occur on any of 3 browsers (Firefox, Edge, Chrome) on any of several desktops, 2 laptops, 2 tablets, and a phone, over a 4-hour testing period.  Every time this occurs, I can see the error in the log.

I'm not sure of exactly what you're trying to "make happen", but the other day I was sending links to someone, and when I sent this link, all that loaded was a page with a side menu and a bunch of different links. You could tell it was the forum - sort of...

I'm not sure if the syntax is valid. It does load. Just not correctly.

Edit - That's the exact link for the message board, from the left side menu. But it seems to be working now. Sorry.

Yes, that is what happens when the style sheets do not load.

HTTPS.  That is the problem.  It loads correctly using HTTP.

I checked the forum last night around 11PM and the display was back to normal, as it is right now.  For a week or two it's been displaying just text.  Nothing has been changed on my end.  However, my phone still shows just the text format.

It seems to have to do with the SSL (httpS).  When the site loads as https, there seem to be issues, and there isn't a whole lot I can do about that.

I need to know if the display issue is any better...or worse.  I made a change that may address the display issue, but it certainly causes a different issue.

Every time I've accessed, for the last week or so(?) has worked fine.
But I'm not using https. (If I was doing that before, I have no idea where it came from. My saved links are not set up that way.)
Anything I can look out for? I'm around most of the time. Easy for me to have a look.

If you see the page load, and the text is just listed out in ugly format, you're seeing the issue.  This mainly happens on the message board, if you aren't logged in.  Actually, it just happened to me, so not fixed.  It was on Chrome, and although I specifically typed in the address as http, it still loaded incorrectly on https.  Once logged in, it pulls everything, no problem.

I remember seeing as you described, but I'm also logged in "forever". Let me log out, and try.
I'm also using Chrome, but I'm also using Win7, so it keeps bitching at me that I need to upgrade before Chrome will do the same.

Logged out, and refreshed the page. It showed me as "Guest". But it still loaded correctly.
This is the address I used. It's actually what auto-populated.

Strangely enough, my address bar does not show "http" or "https". I guess that it's "understood"(?)

...annnnd, it's back!
I've been receiving the "403 Forbidden" message for about a week. Asks for my user name, which it apparently doesn't like.
But now it's working. Go figure.
Anybody else? Or was I just not holding my mouth just right?

Me, too.  Just on my phone. I've been able to access it on my pc and tablet. Just came back to my phone this afternoon. Maybe Admin did something.

I had the same again for a few days but for the last couple it has been working fine.
