32 isn't idle speed. It's emissions related. The CES light will go away when you turn the ignition off, then return when you get up to highway speed for a few minutes. It will also turn off at lower speeds, usually under 35. Headlight wiring wouldn't cause your problems. Sometimes a sloppy timing chain can cause an idle hunt. Usually it's due to the slow ECM update or IAC.
The raw gas smell is a result of what we found last week. The Evap canister over near the air filter isn't connected, so it doesn't filter the gas vapors from the atmosphere.
