Now I'm working on replacing the engine belts and I was wondering what can be done to fix the noisy cold start squeal.

Another, perhaps better, option is the
DodgeRunner belt tensioner
. I have one on my 86 SE. It's been there several years, and I haven't had to touch the belt since. No adjusting necessary.
