I dunno about down there, but we had 11 inches of snow melt into the ground, up here. That is equivalent to about 3.5" of rain. So, our mud is fully hydrated. As the snow melted, lots of water went into the river.
The river had frozen over, so there was water above the ice, and water below the ice. There is still a lot of ice (chunks) in the river, and the sides of the river have river ice above the ground, but the main channel is open.
The ponds and such are no longer frozen.
